An estimated 12 million illegal immigrants live in the United States. While the public is divided on what to do with them, the two presidential candidates agree the whole immigration system needs reform. In 2006, John McCain promoted a bill that, among other things, would have built a fence along the Mexican border and allowed illegal immigrants to become citizens if they followed certain guidelines such as learning English and paying back taxes. Barack Obama supported the bill, which failed to make it out of Congress.
